Giovanni Tuck, a retired Air Force Lieutenant General, served as the former Director of Logistics (J4), The Joint Staff, a former member of the Army Senior Executive Service as the Deputy Director, Supply, Production and Distribution, Federal COVID -19 Response, and the Vice President for Global Military and Government Sales, CAE Healthcare, Inc. At CAE Healthcare, Inc. Lt Gen Tuck led the organization's national and international military and government sales efforts to deliver worldwide safety and training environments from CAE’s vast array of innovative modeling, simulation and education product and services. As Acting Chief Operating Officer (January-March 2022), he oversaw all manufacturing and logistics operations to include engineering, supply chain management, production and distribution, and information technology.
Lt Gen Tuck is a 33-year U.S. Air Force veteran and has a record of exceptional results in demanding, high-pressure environments. He is uniquely skilled in directing global operations, developing strategic plans, improving organizational cultures, and implementing vision, in order to lead the Joint Force to innovative outcomes. He possesses extensive experience in developing logistics, transportation, distribution and supply chain strategies as well as executing strategic planning for major defense programs in partnership with our Allies. He has a proven ability to cultivate high-performing teams and foster collaboration among stakeholders to achieve strategic objectives.

Steve Silva serves as Chief Financial Officer of Robbins-Gioia, bringing more than 25 years of financial and strategic leadership experience spanning Fortune 500 companies, private equity environments, and high-growth organizations.

Steve Silva serves as Chief Financial Officer of Robbins-Gioia, bringing more than 25 years of financial and strategic leadership experience spanning Fortune 500 companies, private equity environments, and high-growth organizations.
Prior to joining Robbins-Gioia, Silva served as Divisional Chief Financial Officer for CAE Healthcare, where he helped guide the division through significant expansion, tripling the organization’s size and transitioning it from a net investment operation to a profitable growth business.
Earlier in his career, Silva held senior financial leadership roles with Direct Energy’s Solar Energy division and PepsiCo. He also supported TPG Capital Partners on financial strategy related to the Chobani Yogurt IPO. Silva began his career at The Seagram Company, supporting major brand acquisitions including Absolut Vodka and Patrón Tequila.
He holds an MBA in Finance and International Finance from New York University’s Stern School of Business and dual Bachelor of Science degrees in Business Administration and Sociology from the State University of New York at Albany.

Tony Garbarino brings over 20 years of Human Capital experience to his role as Chief of Staff, with the vast majority of his career operating as an HR professional in the Defense and Civilian consulting space.
In his 20 years with RG, Garbarino has led several critical areas of the business to include talent acquisition, talent development, and employee workforce engagement. As well as overseeing RG’s Human Resources Department operations and administration, he has focused his time designing talent management programs and initiatives that better align RG’s human capital with its overarching business growth strategy.
Garbarino continues to bring best practices and innovation to help cultivate a culture of learning, development and employee engagement, while also championing RG’s Corporate Social Responsibility (CSR) efforts.
In addition to his time with RG, Garbarino previously supported Raytheon’s services company as a Talent Management Manager, where he implemented various strategic programs and initiatives to ensure stronger workforce development and management. Jeff ensures programs are secure, compliant, and performance‑driven, turning complex requirements into measurable outcomes for government, commercial customers, and industry partners.
